v2.1.00 Upgrade Notes

This release requires database metadata updates that are included in standard update scripts of the
v2.0.3. The database schema have not been updated but metadata have (seed_… scripts). See README.md under the dbdef folder.

This release also adds the application condition monitoring system (CMS). Installing this application is described separately. See README-CMS.md.
